Patna, March 9 :     Rabri Devi today became the country?s first chief minister to resume office after being dismissed. Ousted on February 12, she was back in the saddle this evening after a presidential notification. Governor Sundar Singh Bhandari could not have relished administering the oath of office and secrecy to someone who had been ejected on his recommendation. His simmering irritation finally boiled over minutes before the swearing-in. At the receiving end were journalists from the electronic media as Bhandari shouted at them to clear the passage. The darbar hall of Raj Bhavan was full of Rashtriya Janata Dal (RJD) leaders. The BJP and Samata Party boycotted the ceremony. Only a couple of Congress leaders were present. No chair was reserved for deputy Speaker Jagbandhu Adhikari of the BJP. The Governor?s three advisers could not find a place to sit. Chairs were eventually placed for them in the last row. Rabri Devi?s re-election as leader of the RJD legislature party was a ?smooth affair?. ?I asked the legislators to elect their leader and they reaffirmed their faith in Rabri Devi,? RJD chief Laloo Yadav said. Rabri Devi?s name was proposed by Dalit leader Ramai Ram and seconded by Ghulam Sarwar, another senior RJD leader. Bhandari managed to cause a few last-minute flutters in the RJD camp. When Rabri Devi staked her claim with a list of 164 legislators --- 150 RJD, six Krantikari Communist Party of India and eight Independents --- the Governor insisted on a physical parade of the Independents supporting Rabri Devi. Cars were sent to fetch Independent MLAs who were not present. Bhandari was satisfied after nearly an hour. He then asked Rabri Devi to form the government and prove her majority on the floor of the House within 10 days. Laloo Yadav and Rabri Devi sat with the Governor for an hour. Asked what they spoke about, the RJD chief smiled and said: ?Because our relations with Bhandari have soured, we tried to make them cordial again.? Laloo Yadav, who had yesterday demanded Bhandari?s resignation, was heard telling the Governor: ?Sir, you are like our guardian.? Bhandari had no choice but to smile. After she had taken oath, Rabri Devi said she would constitute her ministry tomorrow. ?We will tour the Naxalite-infested areas in central Bihar. Land reforms will be our priority,? she said. There was speculation in RJD circles that several members of the previous ministry might be dropped. But Ramai Ram is hoping he will be made deputy chief minister. Reacting to Rabri Devi?s reinstatement, BJP leader Sushil Kumar Modi said it was an unfortunate day for Bihar. ?Rabri Devi?s previous regime was a black chapter in the history of Bihar and her becoming chief minister again is an insult to the people of Bihar,? he said.
