Such attacks are seen as a reaction to the Centre’s purported plans to change the Muslim majority character of the state. The attack on Rahman was the first since the recent announcement by a top election officer in Jammu and Kashmir that the Union Territory might witness an addition of 25 lakh voters, including non local labourers and security forces, in the coming weeks. The announcement triggered an outcry, with the People’s Alliance for Gupkar Declaration fighting for restoration of Article 370 vowing to resist the changes. Alliance chairman Farooq Abdullah said the move was aimed at snatching control of the Assembly from locals and handing it over to non locals.
