Secured number plates by year-end

Patna, Sept. 21: All vehicles in the state would be registered with high security registration plates (HSRP) from December.

The state transport department today issued tenders for inviting bids from interested manufactures to establish complete infrastructure to produce and fix HSRP to all the vehicles in the state.

The step has come in accordance with a recent directive of the Supreme Court.

“Today, we have started the tender-related process for HSRP and we expect to start the facilities to manufacture and provide such number plates in the state in accordance with the time frame prescribed by the apex court. Earlier, we had invited around 19 government-authorised firms from across the country to provide their services in Bihar but later we were directed to undertake this work as per the tender process,” state transport minister Brishen Patel said.

He added: “Since we also need to adhere to the transparency norms in awarding the tenders and establishing the facilities as per the prescribed norms by the central government, we are likely to start the facility in Bihar by December.”

On August 30, the apex court had directed all the states, which did not have the scheme of providing high security number plates and licences for vehicles in place, to complete the process within eight weeks.

HSRPs will have the registration mark as specified under Rule 50 of Central Motor Vehicle Rules, 1989, as amended up to date and related orders issued by ministry of road transport and highways in 2001, 2005 and 2006.

According to sources, the bid issued today requires the interested and competent firms to set up embossing stations and other infrastructure across the state to manufacture and provide HSRP to all new as well as existing vehicles.

The bidder would be required to provide scalable computer system with appropriate capacity and necessary security for providing networking of all embossing stations in the state in online-real-time mode at its own cost.

The system must be capable of furnishing information relating to the issuance of the HSRP at each of the embossing stations and consolidated information of all stations at the headquarter-level.

This would be done by developing necessary interface with VAHAN software, developed by National Informatics Centre, Delhi, to obtain information of registered vehicles.
