The state cabinet on Thursday approved rules to remove, regularise and relocate unauthorised religious structures on public land.
“In light of the Supreme Court judgment, every state has to remove, regularise and relocate unauthorised religious structures. For this purpose, the state cabinet today (Thursday) approved the proposed rules for notification,” cabinet secretary Brajesh Mehrotra told The Telegraph in a post-cabinet briefing here.
Giving details of the proposed “Bihar Unauthorised Religious Structure, Construction Survey and Its Regularisation, Relocation and Removal Rules 2013”, Mehrotra said a survey would be undertaken in the state to identify unauthorised religious structures on public land.
Any unauthorised religious structure over 30 years old would be regularised if no case is pending against it in any court, Mehrotra said. The regularisation or relocation would happen with the consensus of the people of the area. Authorities concerned would remove unauthorised religious structures that are less than 30 years old, the secretary said.
Law and order problems during removal of such structures would be referred to the state for action. The rules also lay down that no such structures come up on public land again.
Patna officials said over 400 such structures were built on encroached land in Patna. Seven such temples received notices last August.
Accepting the demands of Bihar Police Men’s Association, the cabinet accepted pay anomalies committee’s recommendation to enhance ration money to Rs 2,000 a month. It also enhanced uniform and special duty allowances for constables, havildars and assistant sub-inspectors. Besides, it approved Rs 992 crore for establishing an agriculture college, horticulture research centre and integrated unit of agriculture, livestock and fisheries and advance centre of sericulture at Kishanganj.
