Seal on new treasury code

Patna, Aug. 23: The state government today approved the new treasury code in the cabinet meeting. Known as Bihar Treasury Code, 2011, it would replace the archaic treasury code that came into force in 1937.

“The new code has been formulated in accordance with the requirement of the functioning of the government offices and the large scale computerisation of offices,” cabinet co-ordination department principal secretary Ravi Kant told reporters in a post-cabinet news meet.

One of the major highlights of the new code is simplification of bill generation in schemes related to individuals. In the old system receipt in case of each beneficiary was required to be attacked with the bill. Under the new system, bills would be attached with a complied figure of expenditure incurred on delivering the benefits on the basis of number of beneficiaries.

In case of schemes jointly funded by the Centre and the state, the state government would not have to depend on getting the expenditure certified by the office of accountant-general for submission of funds utilisation certificate anymore. Now, the utilisation certificate would be issued based on the report of a certified chartered accountant.

The new code also takes care of the abstract contingent bills and detailed contingent bills. It would put in place a system to ensure no new abstract contingent bill is accepted without submission of detailed bill within a period of six months. The new code also has a system of tracking the movement of abstract bills.

Besides the new treasury code, the cabinet approved a proposal to set up two super-specialty hospitals in Patna. While the government hospital in Rajvanshi Nagar locality would be developed into a super-specialty orthopaedic hospital, the one at Rajendra Nagar would be developed as a super-specialty eye hospital.

Another major decision pertained to sanctioning Rs 350.96 crore under the chief minister’s cycle scheme. The cabinet decided to give monthly financial aid of Rs 180 crore to Bihar State Electricity Board from August to November.
