Officer charges SP with sexual assault

Patna, Dec. 29: A woman police officer has accused IPS officer Pushkar Anand of sexually exploiting her on the pretext of marriage.

Both the complainant and the accused police officers are posted in Kaimur district as sub-divisional police officer and superintendent of police, respectively.

Nirmala Kumari lodged a complaint with the Women's police station today alleging that Anand sexually exploited her for over seven months on the pretext of marriage. She claimed that Anand, a 2009-batch IPS officer, used to send vulgar messages on her official mobile number.

According to Nirmala, she came in contact with Anand in July this year.

'I provided detailed information about my family to Anand's parents for marriage purposes. Since both the families had shown positive response, I also became intimate to Anand,' she alleged in her written complaint.

The complaint said both of them frequently visited each other's residences and in due course they developed physical relationship also. 'But when my family approached Anand's parents recently to finalise the date of marriage, he refused to do so on the plea that the horoscope did not approve for the same,' she alleged.

She claimed that Anand also threatened to ruin her career by making adverse remarks on her annual confidential report (ACR) when she apprised him of her decision to take the matter with the highet-ups in the department.

'I think I have been both sexually harassed and exploited under a well-hatched conspiracy,' she alleged in her complaint.

Sub-divisional police officer Nirmala, who originally belongs to Jharkhand's Hazaribagh district, told The Telegraph that she had lodged a complaint accusing Anand and his parents under Sections 376 (2)(b), 120(B), 354(A), 354(D) and 509 of the Indian Penal Code.

Anand, however, denied the allegations levelled against him and said he was ready to face the probe.

'I have never sent any vulgar message to her. She is trying to malign my image by making false accusations,' he said over phone from Kaimur.

Inspector-general (Patna zone) A.K. Ambedkar said the accusations against Anand would be probed.

Sources said a committee had been set up by the police headquarters to probe the charges against Anand, who earlier served as superintendent of police of Banka.

Kaimur woman police station house officer Ashok Kumar confirmed that a written complaint had been submitted against the superintendent of police by the sub-divisional police officer. 'I am waiting for the directive of senior police officers,' he added.

The police headquarters has referred the matter to the state women grievances redressal cell headed by Anupama S. Nilekar Chandra, an inspector-general-rank officer.

The committee with Harpreet Kaur and Sunil Kumar as members would look into the allegations and submit a report to the police headquarters, a senior police officer said.

Several cases involving IAS and IPS officers asking for sexual favour came up earlier also.
