Patna, Oct. 14: A third brainstorming session of senior Indian Administrative Service (IAS) officers of Bihar is on the cards.
IAS officers of secretary and above rank would attend the proposed session. The agenda of the meet would be the proposed “procurement policy”, which the state government plans to adopt for ushering in complete transparency in procuring materials, goods and services. At present, there is no uniform procurement policy in Bihar.
“It would be an open discussion in which all the participants would be asked to suggest measures that would help in making the procurement mechanism transparent. Based on these inputs, a broader outline for the proposed policy would be formulated,” a senior state government official told The Telegraph.
He, however, made it clear that the final draft of the proposed policy would be made in accordance with the suggestions given by the state government and the proposed brainstorming session would provide a platform to commence the process of procurement policy formulation.
“Such sessions are organised to make things easier for the government and should not be construed as an alternative channel of policy formulation as some may think,” he said, adding that the date of the proposed session was yet to be finalised but was likely to be held this year.
The official said the state government was committed to improve the functioning of the state machinery for ensuring hassle-free delivery of benefits to people and also to bring complete transparency in functioning of government departments.
“The government made its intention clear by issuing the document of ‘programme of good governance’ in December last year and the document has outlined the points which the different departments have to achieve by the end of 2015,” added the official.
The Centre, too, is planning to put in place a uniform procurement policy to tame corruption in awarding contracts.
