Patna, Aug. 21: Former vice-chancellor (VC) of Magadh University Arvind Kumar is in for fresh trouble. The accountant-general (finance), Jharkhand, has come across several allegations of financial irregularities against Arvind.
The office of the accountant-general has submitted the report to the inspector-general (vigilance), Ranchi, who was investigating the corruption case against Arvind and two other officials based on preliminary probe.
The accountant-general’s report against Arvind is another blow to the Magadh University former VC since the Patna High Court quashed his appointment earlier.
Appointments of Arvind and Subash Prasad Singh, the former VC of Veer Kuer Singh University, Ara, were quashed by the high court on the ground that the chancellor did not follow the mandatory procedure of consulting the state government before filling the posts.
Meanwhile, the accountant-general’s report states several financial irregularities committed by Arvind, which include withdrawal of money by forging signatures.
According to the report, Arvind committed the irregularities when he was the vice-chancellor of Vinoba Bhave University, Hazaribagh.
He was the VC of the university from January 3, 2009 to April 14, 2010 and during the tenure he had committed several financial irregularities, the report said.
Pramod Kumar Singh, a teacher of SP Jain College in Sasaram, had challenged the appointments of Arvind and Subash Prasad Singh, in violation of Section 10 (2) of the Bihar State University Act, 1976.
Pramod said: “The charges levelled at Arvind amounts to serious financial irregularities committed during his tenure as VC of Vinoba Bhave University, Hazaribagh.”
According to Pramod, two Vinoba Bhave University officials Indrakant Choudhary and Nikhil Sudhakar illegally withdrew funds from the treasury of Vinoba Bhave University Welfare Fund.
However, no cases were lodged against the officials and no action was taken against them.
Moreover, there are several direct charges against Arvind, which includes serious financial irregularities while holding an international seminar at Vinoba Bhave University in 2009. The financial irregularities are to the tune of Rs 17 lakh.
In 2009-10, the Vinoba Bhave University organised the international seminar, however, there was no income and expenditure record of the seminar.
In another development, the Federation of University Service Teachers’ Association of Bihar and Federation of University Teachers’ Associations of Bihar levelled serious financial irregularities against SP Singh and three other university officials.
