Patna, June 3: The Bihar government today gave its nod to the implementation of high security number-plates for motor vehicles to check their misuse.
Principal secretary of the cabinet co-ordination department Ravikant said: “In view of the Supreme Court’s order to implement tamper-proof number-plates and licences, the state cabinet cleared the proposal to implement high security number-plates.”
The high-security number plates would help in checking the misuse of stolen vehicles in crime as they would be tamper-proof, Ravikant said, adding that if someone tries to change or replace it, the number-plate would break.
He said the development commissioner would decide the rates for these number-plates to be issued through selected agencies.
The cabinet also approved the plan to construct 423 godowns at 400 places across Bihar. Their total storage capacity would be 2.84 lakh metric tonnes, the principal secretary said. The enhanced foodgrain storage capacity would help the state in meeting the food requirement of the below poverty line families.
The building construction department would construct the godowns. The estimated cost of building the godowns would be Rs 256.62 crore.
In order to give incentives to the fledgling industries, the cabinet decided to waive off electricity duty of the industries having under-taken expansion and modernisation programme between April, 2006 and March 2011. These industrial units would continue to get the incentive for seven years. Earlier, this scheme covered only new firms.
Under the centrally-sponsored Rashtriya Madhyamik Shiksha Abihyan, the Bihar government sanctioned its share of Rs 300 crore without waiting for the Centre’s share of Rs 900 crore, Ravikant said. Similarly, under the Sarva Shiksha Abhiyan, the cabinet sanctioned Rs 1,450 crore. The state has a share of 35 per cent in the scheme.
The cabinet also cleared the appointment of Hem Chandra Sirohi, IAS, to the post of state election commissioner, the officer said.
The state government employees, who are not getting revised payscale, would get an enhanced dearness allowance (DA) of 12 per cent. These employees, minuscule in number, would get 115 per cent DA with effect from January 2011.
The principal secretary added that the government would give Rs 1,200 per month to each child living in remand home instead of Rs 900 on account of food. Rs 2,000 would be given to each child per year for purchasing clothes.
