BJP gauges status after split with Dal

The BJP today came out with a report on the Nitish Kumar government, assessing its performance since June 16, 2013, the day it parted ways with the JDU.

Patna, July 31: The BJP today came out with a report on the Nitish Kumar government, assessing its performance since June 16, 2013, the day it parted ways with the JDU.

The earlier report by chief minister Nitish Kumar - on 10 years of his government's performance - was from November 24, 2005, when he took oath as chief minister with the BJP as an ally.

The idea behind the BJP's report is to give the Assembly polls a 2005 versus 2013 angle.

"The 10 years claimed by Nitish ji come in different phases. It includes over seven-and-a-half-years when we were partners. Nitish is trying to take credit for the entire period. He should have issued a report card for just the past 25 months, when he ruled with RJD and Congress support," former deputy chief minister Sushil Kumar Modi said.

In the run-up to the Bihar polls, where the BJP does not have an official chief ministerial candidate and the polls are being seen as a Nitish Kumar versus Narendra Modi electoral battle, the saffron party realises Nitish's acceptability, as one of the best chief ministers, could pose a danger to the NDA. It feels the need to create mass awareness on the difference between a BJP-supported Nitish and a Lalu-supported Nitish.

Ever since the break-up, the BJP finds itself at a disadvantage whenever the state government issues a report card of the year. "All areas where the state government was claiming success are of projects started when we were with the JDU. We held key portfolios like finance, road construction, urban development, health and PHED," said Leader of Opposition in the Bihar Assembly Nand Kishore Yadav, who stressed the state government has failed to launch any new scheme after the NDA broke up.

The report card issued by the BJP has been christened as " Saat Saal Mein Barhi Raftaar, Dhai Saal mein Bantadhar (The speed increased in seven years, it lost steam in two-and-a-half years)".

The report seeks to highlight the nosedive Bihar took - particularly in key areas such as law and order, finance, agriculture among others - after the BJP was ousted from the government (See chart). "In the past three months, Nitish ji has only been implementing Jitan Ram Manjhi's decisions, which he had himself overturned. He is like a batsman playing the last overs, trying to hit as many fours and sixes by taking populist decisions. But such a batsman never scores a century," Modi said.

The BJP pointed out that crime had crossed the 2005-level. In 2005, the number of rapes was 973. In 2014, it has risen to 1,127. "When we were in government, the crime figures declined drastically. Bihar, in the past two years, has gained a negative image. Even footfall of foreign tourists has dropped drastically," Modi alleged.

The JDU denied Nitish was trying to take all credit. "Nitish was leader of the NDA and others worked under him. There is no question of taking credit. They were supposed to follow the leader's instructions and have not done any extraordinary work. Few days back, the same BJP leader used to praise Nitish ji and now he has become bad for them," said food and consumer protection minister Shyam Rajak.

While releasing a report on his government's performance in the past 10 years on Monday, Nitish had showcased his government's feats on all human development indices, like education, health, poverty-alleviation to electric power and overall infrastructure building. He called it his government's "biggest achievement" the rise in number of school-going girls.

"Just 100,917 girls were enrolled in schools when we took over. There are now over 8.15 lakh girl and 8.28 lakh boy students in just Class IX across state schools - an indicator to the biggest social revolution in the making," Nitish said, asserting: "Our move to launch the cycle and uniform scheme and scholarship to poor children has ushered in such a revolution. Many global institutions are studying and adopting our model"

Nitish further said: "The state has registered double-digit growth at an average of over 10 per cent in the past 10 years."
