Job plan failure slur on Manipur

Imphal, June 11: The Okram Ibobi Singh government has not implemented the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) properly in Manipur and failed to provide 100 per cent jobs from 2007 to 2012, the report of the Comptroller and Auditor General of India said.

Chief minister Okram Ibobi Singh today tabled the report for 2012 in the Assembly. “The state government did not design a complete financial management system and it did not establish the state employment guarantee fund. Full time dedicated programme officers were not appointed,” the report said.

It said panels of accredited engineers were not constituted for assisting estimation and measurement of works. Information, education and communication plans had not been drawn up as required by the guidelines.

“State-level trainings were not conducted by preparing training modules and calendars of training. The state government had not ensured preparation of district perspective plans as stated in the guidelines. The state share of funds was not released in full and on time. The financial control was inadequate,” the report said.

The CAG report said inadequate monitoring led to certain irregularities in the execution of the work such as use of machineries and payment made without execution of work.

Hundred per cent employment could not be provided to job cardholders and vital records like job card application register, job card register, employment register and asset register were not maintained properly.

The state government did not constitute an independent organisation or directorate or society at the state level for facilitating social audit.

The report also said in many places the district level and block-level officials did not inspect any work.

The scheme was introduced in Tamenglong in 2007 and extended to the other eight districts.

The report said of the Rs 1,884 crore available with the state government since 2007, 98.33 per cent had been spent. The closing balance and opening balance for the periods were not tallied indicating the information furnished by the district programme co-ordinators was not reliable.

The report said out of 600 work audited in 60 sampled the gram panchayats and village authority areas in Imphal East, Thoubal and Tamenglong districts heavy machinery was used in nine projects executed with an expenditure of Rs 1.56 crore.

“In the beneficiary survey conducted, of 900 respondents, 21 stated that heavy machinery was utilised in execution of the work. However, payment was made based on muster roll only,” it said.

The report recommended social audit, documentation of assets created, proper monitoring, impact assessment and constitution of joint monitoring team. Unless proper steps were taken up in right earnest there was the risk that the implementation might go off-track in many areas, it said.
