The Assam government will allow the migrant workers of the state who have been stuck in different districts because of the lockdown to return home.
This was revealed by Assam chief secretary Kumar Sanjay Krishna here while making public the dos and don’ts after Monday, a period where the lockdown will continue till May 3 with relaxations in certain sectors.
Krishna told reporters that the government would arrange buses for a day to help the 9,000 such workers to return to their homes.
He added that 45,000 workers from Assam are stuck in other states, of whom 13,000 are being assisted through different Assam Bhawans.
Similarly, 1,641 workers from states like Bihar, Jharkhand, Meghalaya and Odisha are stuck in Assam.
Krishna said all government officers will be attending duty from Tuesday while the attendance of grades III and IV will be 30 per cent and as per rosters prepared by the department heads.
He said employees will have to keep identity cards with them, use masks and hand sanitizers and maintain social distancing while on duty.
There will be no restriction on agricultural activities but farmers will have to maintain social distancing.
He said industrial activities associated with sectors like food processing, medical services, drugs, fertilisers and seed have been allowed with the rider that the industries will have to give undertakings to abide by government health directives.
Krishna said e-commerce of essential commodities and inland fishing have been allowed and there will be no restriction on maintaining the supply chain of milk and milk products. Brick kilns will be allowed to complete their incomplete works.
He said restrictions have been removed on irrigation-related work, embankment construction, cold storage and warehousing activities.
From Tuesday, students will also get their textbooks in book stalls as allowed by deputy commissioners of their respective districts.
“The wholesalers of textbooks and book stalls will be allowed to open for three days in a week and three hours every day,” Krishna said.
Electricians and plumbers have also been exempted from restrictions.
Krishna denied reports about scarcity of food items in the state. He said as of Monday Assam has rice for 26 days, dal for eight days, edible oil for 283 days and salt for 26 days. He said prices of these items during the lockdown period are more or less same as prices before.
