A Ranchi court on Wednesday refused to grant both regular and interim bails to Balvir Singh Tomar, the chancellor-cum-chairman of a Rajasthan-based private university who was arrested from Jaipur on Monday for an alleged rape bid on a student at a state capital hotel in October 2014.

Tomar, who heads NIMS University, was brought to Ranchi around 11.30am. He was later produced before the local court of first-class judicial magistrate Nitasha Barla.

"Ranchi police had taken Tomar's transit remand from the court of Rajiv Ranjan in Jaipur. He was brought here from Delhi in a service flight. From Birsa Munda airport, he was taken to Chutia police station. Later, he was sent to Sadar hospital for medical check-up after which he was produced before the court," said city DSP Sambhu Singh.

At the court, a battery of lawyers debated hard to procure bail for Tomar. One of them, Akhauri Shekhar Kumar, sought bail on medical grounds, saying that Tomar was suffering from heart ailments and was scheduled to undergo angioplasty on September 6.

The lawyers also claimed that Tomar was falsely implicated and that he was a respectable figure known across the country. They said he would cooperate with the investigation. But the court turned down the plea for regular bail.

The defence then requested for interim bail for a week or 10 days so that Tomar could undergo treatment.

But the court refused to grant that too, terming his offence as serious and cognisable. It further said that undertrials were given all kinds of medical treatment by jail authority.

He was then forwarded to Birsa Munda Central Jail for 14 days.

At Chutia police station, Tomar was defended the allegations against him.

" Kanoon hain. Kanoon mein yakin hain. Justice milega. (Law is there. Believe in law. I will get justice)," he said while being taken to court.

For Ranchi police, the arrest of Tomar, a high-profile and politically well-connected figure, came as a huge boost.

A policeman, who was part of the team, said Tomar was taken by surprise when they walked straight into his bedroom on Monday morning to nab him.

"It was around 8.40am. We patted his shoulder and said 'You stand arrested'. He covered his face and pleaded innocence. We did not want to give him any chance to call his men and left his house within 10 minutes," said the officer.

At a local thana at Jaipur, he tried to use his clout to get relief, but wasn't successful.
