The police are embarking on another people-friendly initiative that will enable citizens to lodge complaints directly to the Director-General of Police with the help of video-conferencing facilities already installed in SPs’ offices across the state.

DGP apke dwar”, or “DGP at your doorstep”, will ride piggyback on the centrally sponsored Crime and Criminal Tracking Network & Systems (CCTNS), or e-Samadhan, that enables citizens to register complaints to various police stations online.

“The Jharkhand police online complaint system launched by chief minister Arjun Munda on November 12 has got a good response and DGP apke dwar will supplement our initiative to use technology to enhance the efficiency and effectiveness of policing by adopting the principle of e-governance,” said inspector general (operation and intelligence) S.K. Pradhan, who is in charge of implementing CCTNS.

DGP G.S. Rath explained the working of the new initiative. Each district would be assigned a particular date and time when people can avail of the service.

“All they will need to do is go over to the office of the local SP or the nearest Pragya Kendra (common service centre) at panchayats to speak with me about their complaint. They will not have to come all the way to Ranchi,” he said.

The police are hoping that the DGP’s intervention would propel constables and junior police officers to act more professionally when it comes to interacting with people while redressing their grievances.

Pradhan explained that through DGP apke dwar, those who had failed to elicit a response from the police after registering complaints at esamadhan.jhpolice.gov.in could now talk to the DGP directly.

“In a way, DGP apke dwar will supplement the police online complaint system,” he added.

Under CCTNS, the office of every district superintendent of police (SP) has been equipped with technology to track crime complaint. These offices have also been linked to the DGP’s office in Ranchi through video conferencing. Ultimately, all police stations are supposed to be automated and e-connected.

Using e-Samadhan, anyone with a valid email address, mobile number, contact address and identity proof is free to register a complaint related to the police.

After registering the complaint, a unique complain number is generated, which can be used online to track its progress and responses.

IG (headquarters) M.S. Bhatia has been appointed nodal officer for processing these complaints and writing to concerned SPs to take action.
