Reward on five rebels

The Mizoram government today announced cash reward of Rs 1 lakh each on the five Hmar People's Convention (Democrat) militants who were involved in the ambush of an MLAs' convoy that killed three policemen on March 28.

Silchar, Dec. 2: The Mizoram government today announced cash reward of Rs 1 lakh each on the five Hmar People's Convention (Democrat) militants who were involved in the ambush of an MLAs' convoy that killed three policemen on March 28.

The state home department in a statement today said it would provide Rs 1 lakh each to anyone who would provide information about the five HPC (D) militantsidentified as Thanglawmvel, Rinsang and Lalrohuol of Manipur and Lalchawimawia and Jacob of Mizoram.

The militants of the Manipur-based HPC (D) opened fire on a convoy of the assurances committee of the Mizoram Assembly, comprising deputy chief whip R.L. Pianmawia, MLA Lalthanliana and chairperson of the Mizoram Women's Commission, Vanlalawmpuii Chawngthu, on March 28 near Zokhawthiang hamlet on the Mizoram-Manipur border, killing three policemen on the spot and wounding six others, including four policemen and two civilians.

Senior superintendent of police (special branch), Mizoram, Rodinliana Chongthu, told The Telegraph today that the police have been continuing their operation against the HPC (D) militants since after the incident.

Seven leaders of the outfit, including its army chief Lalropuia Famhoite, have been arrested, while the mastermind of the attack, H. Malsawmkima, was gunned down in an encounter.

Service act

The Mizoram Right to Public Services Act has finally come into effect from yesterday.

Altogether 51 public services provided under the seven government departments including food, civil supplies and consumer affairs, transport, taxation, rural development and finance, come under the act.

The first and second appellate authorities have been appointed for registering the grievances, if any, under the law.

Under the law, the first appellate authority can impose a penalty on the designated officer, if he fails to provide information to a citizen without a valid reason
