Dhemaji: The Arunachal Pradesh Assembly on Wednesday evening adopted a resolution to move the Centre to take immediate steps for creation of a separate cadre of all-India services of IAS, IPS and IFS for the frontier state.
Arunachal Pradesh became a Union Territory on January 20, 1972, and a full-fledged state on February 20, 1987.
Sources said while bringing the resolution, chief minister Pema Khandu said: "After 30 years of attaining statehood, it is the right time that we get a separate cadre so that development percolates down to all parts of the state in real sense."
He said every state has its own cadre except Arunachal which has a cadre of Arunac-hal, Goa, Mizoram and ot-her Union Territories (AGMUT).
"Because of absence of a separate cadre, the central schemes could not be implemented and executed properly in the state as officers from the AGMUT cadre come to the state for a short period and are not able to understand the tribal culture and sentiment," the source pointed out, adding that with a dedicated team of officers under the state cadre, development will begin in real sense.
West Siang deputy commissioner Swetika Sachan (an IAS officer) said: "As we are not acquainted with the language, it becomes difficult for us in many proper executions of schemes and verifications."
Bordumsa deputy commissioner R.K. Sharma, who is a nominated IAS officer, said: "Though I have been serving for the last 25 years in the state, I still face a language problem. However, I am managing somehow; but because of the absence of a separate cadre, the central schemes cannot be implemented and executed properly. The officers of the AGMUT come to the state for a short period and are not able to understand local culture and sentiments."
Source added that the Joint Cadre Authority of the Union home ministry has fixed a preliminary discussion in New Delhi on November 3.
The Arunachal Assembly also passed a bill paving the way for the creation of a new district to be named "Kamle", bifurcating Upper and Lower Subansiri districts. With the official creation of the new district, the total number of districts in the state now is 23.
Kamle has a population of 22,256 of homogeneous people. The district comprises six administrative units - three under Lower Subansiri and three under Upper Subansiri districts.
Khandu had introduced the Arunachal Pradesh (Re-organisation of Districts) (Amendment) Bill 2017 in the Assembly on Saturday .
