SSP shifted, 2 cops axed for OC death

Chief minister Raghubar Das today shifted Dhanbad SSP Surendra Kumar Jha and suspended a DSP and an SI in connection with the death of Topchanchi OC Umesh Kachhap who was found hanging in his chamber on June 18.

Dhanbad, July 15: Chief minister Raghubar Das today shifted Dhanbad SSP Surendra Kumar Jha and suspended a DSP and an SI in connection with the death of Topchanchi OC Umesh Kachhap who was found hanging in his chamber on June 18.

Handing over the case to the CID, the chief minister also ordered departmental inquiries against former Baghmara DSP Nazrul Hoda and then Hariharpur thana OC-cum-SI Santosh Kumar Rajak, who have been accused of creating pressure on Kachhap.

Sources said a SP-level officer of the CID would investigate into the circumstances leading to Kachhap's death and submit the report within three months.

Ranchi's traffic SP Manoj Ratan Chothe has been appointed as the new Dhanbad SSP while Jha has been shifted as SP, Special Task Force (JJ), in Ranchi. Chothe had earlier served in Dhanbad as Rail SP during 2013-14.

Sources said the chief minister took the action on the basis of the report submitted by a high-level probe team, comprising cabinet co-ordination department secretary S.S. Meena and ADG (CID) Ajay Kumar Singh.

During the investigation, the two-member team, which visited Topchanchi thana on June 21 and spoke to local policemen and others, reportedly found DSP Hoda and Hariharpur OC Rajak guilty of pressurising Kachhap, who was heading an inquiry into the death of truck drive Mohammed Nazim allegedly killed in police firing on NH-2 on June 14.

Kachhap, a 1994-batch officer and native of Nagri, Ranchi, was found dead in the wee hours of June 18, barely 10 days he joined Topchanchi police station as the OC.

Over 200 people, including the deceased's family members, had staged a demonstration with Kachhap's body near the chief minister residence in Ranchi on June 19.

The state government had then ordered DSP Hoda, Hariharpur OC Rajak and Topchanchi circle inspector D.N. Mishra, whom the bereaved family had said were Kachhap's chief tormenters, to leave their posts and report to the state police headquarters in Ranchi.
