Perks elude BIT, Sindri teachers - Twenty mentors from Bihar still await promotions, new pay scales

Dhanbad, Dec. 9: BIT, Sindri, is basking in the glory of its ever-increasing popularity and is on the verge of getting autonomy from the state government. But, the situation is not so rosy for faculty members.

For, as many as 20 teachers, transferred from Bihar to the institute 22 years ago, are still languishing in the same post. Worse, they are getting the salary as per recommendations of the Fourth Pay Commission even as the Sixth Pay Commission recommendations have already been implemented for the teachers of many other state and Centre-run engineering colleges.

An assistant professor of BIT, Sindri, said: “Is it possible to sustain with a basic salary of Rs 2200-4000? It is unjust, especially when other colleagues are enjoying a basic salary of Rs 15,000.”

Their counterparts in Bihar have been promoted to higher ranks and have been enjoying all benefits of the Sixth Pay Commission. These teachers were in three engineering colleges of Bihar — Magadh Engineering College, Gaya, Jagganath Mishra Information Technology College, Darbhanga and Indian College of Engineering, Motihari.

The colleges had been taken over by the Bihar government in 1986. The absorption issue of teachers had first been forwarded to a screening committee, which submitted its report after verifying the requisite qualifications and mode of appointment only on 1991.

This paved the way for provisional adjustment of their services, leaving the permanent adjustment to a recommendation of the Bihar Public Service Commission (BPSC).

The BPSC, however, could not complete the process till the bifurcation of the state in 2000 when many teachers were transferred to newly-created Jharkhand.

After the bifurcation of the state, subsequent governments in Bihar had initiated the process for their promotion. But, Jharkhand took up their case only in 2004 and referred it to the Jhakhand Public Service Commission in the same year.

The commission took two years and came up with its recommendations in favour of their final adjustment and promotion in 2006. The matter is now pending with the finance department.

Contacted, the director of the state science and technology department, Arun Kumar conceded there was a delay in sending the recommendations to the finance department. But he said the issue would be sorted out soon.
