A cabinet meeting chaired by CM Raghubar Das on Thursday simplified the processes of obtaining caste and creamy layer certificates, likely to come as a huge relief for quota aspirants applying for government jobs, admissions, scholarships, loans and other benefits.

Personnel secretary K.K. Khandelwal said caste certificates were so far issued by an official of SDO rank and above, but now, these would be issued by the circle officer of a block.

In the same way, getting creamy layer certificate for Backward Classes 1 and 2 will be easy. So far, aspirants were supposed to get creamy layer or non-creamy layer certificate every year from the government if they had to apply for a recruitment exam, but from now they would submit a self-declaration form to that effect. Creamy layer refers to an annual income ceiling. Those in that higher income slab are exempt from quota benefits, though they might hail from the backward class.

The cabinet also decided to bring nine sub-castes of the Bhuiyan caste under the SC category.
