NMC: New guidelines to foreign nationals for observership in India Medical Colleges

Guidelines for issuing a No Objection Certificate (NOC) for foreign observership in Indian medical schools and colleges have been published by the National Medical Commission (NMC). The guidelines have been applicable since 1 March 2023.

The guidelines by NMC are as follows:

  • Without the permission of NMC, no foreign national will be permitted to take electives or act as an observer in any capacity at any Indian medical college.
  • The number of foreign nationals participating in electives or observerships in the UG category during a particular academic year cannot be more significant than 5% of the medical college's authorised annual intake.
  • An institution may not accept more than two foreign medical doctors per year from each specialty for electives or observerships in the PG category.
  • Only a 90-day time is allowed for electives or observerships.
