Higher education institutions (HEIs) have been asked to set up an Equal Opportunity Cell (EOC) for socioeconomically disadvantaged groups (SEDGs) by the University Grants Commission (UGC). To ensure colleges are more welcoming, equal, and considerate of students from underrepresented groups, the commission has released guidelines.

The UGC guidelines stated that "HEIs may undertake appropriate affirmative actions, such as a) Bridge Courses, b) Earn-while-Learn, c) Outreach programmes - SEDGs Special Education Zones, and d) Sensitising Stakeholders of HEIs, to facilitate learning for all students, with special emphasis on socioeconomically disadvantaged groups (SEDGs).

The committee gave colleges the go-ahead to offer pertinent bridge courses to students who struggle with studying. "These classes are offered to students to help them develop the subject-matter competencies that are expected of them. Bridge classes may also be taken through online resources like SWAYAM, it added.

The UGC recommended that the institutions give the enrolled students a variety of part-time possibilities. For each academic session, the department heads must create a pool of these qualified applicants in cooperation with the Dean and Equal Opportunity Cell and obtain approval from a competent official, such as the vice-chancellor or principal.

For their part-time work, which can only be done for a maximum of 20 hours per week and 20 days per month, each student will be paid a certain sum on an hourly basis. It's possible to pay on an actual basis. The student's services will be provided after class hours, according to the rules.
