Minor raped, 4 held in Assam for sexual assaults

Guwahati: A five-year-old was sexually assaulted in Guwahati and four persons were arrested in Assam on Tuesday for sexually assaulting minors.
Police said a five-year-old was sexually assaulted by one Sabir Ahmed, 40, in Guwahati on Tuesday morning. He was arrested following a complaint filed by the victim's parents.
Officer-in-charge of Bharalumukh police station Monikanta Chamua said the complaint filed by the victim's parents says Ahmed, their neighbour, took the girl to his rented room in the morning, when they were not at home, and sexually assaulted her.
The accused, who hails from Mankachar in lower Assam's South Salmara-Mankachar district and works as a daily wage labourer in the city, was booked under the Protection of Children from Sexual Offences (Pocso) Act. The chief judicial magistrate of Guwahati sent him to 14-day judicial custody. "The girl's condition is now stable. Her medical examination has been done. The report is yet to come," Chamua said.
Deputy commissioner of police B.L. Meena said, "The main accused was arrested immediately after we received the complaint. Investigations are under way. It is one of the worst incidents of crime against women if it actually took place."
This is the first incident of sexual assault on a minor here after the BJP-led state government took initiatives to curb crime against women.
In the last incident of crime against women in the city, a 40-year-old woman was allegedly assaulted by unidentified persons and abandoned in an isolated place at Gorchuk on April 14 night. The victim is recuperating from injuries at Gauhati Medical College and Hospital. Police are investigating the incident.
Chief minister Sarbananda Sonowal has already requested Gauhati High Court to provide speedy justice to victims through fast-track courts. A helpline for women in distress has also been operational since the past one month.
In Tinsukia district, two youths, identified as Bikash Sharma and Rikesh Pradhan, both 20 years of age, were arrested for alleged gang rape of a 14-year-old. Police said the incident occurred on April 15 night when the girl was going to watch a Bihu function with the two accused, one of whom was well known to her.
Margherita police station officer-in-charge Girin Sonowal said the victim has stated that the two accused dragged her inside Namdang Tea Estate near Balukhad and raped her, taking advantage of the darkness and deserted surroundings. She was later allowed to leave with a strict warning not to disclose the incident to anyone.
The OC said the incident came to light when the victim, after keeping silent for several days, mustered courage and revealed the incident to her mother on Monday. The same day, the family filed an FIR at Margherita police station and the police picked up both the accused from their respective homes on Tuesday morning. The two accused have been booked under Section 376 of the IPC and Section 4 of the Pocso Act.
In Sonitpur district, a homeguard, havildar Bipin Baishya, 59, was arrested on Tuesday afternoon and sent to judicial custody on the charge of sexually assaulting the minor daughter of his colleague.
Additional superintendent of police Numal Mahatta said the girl's family lodged a case (number 818/18) under the Pocso Act at Tezpur police station on Tuesday afternoon, following which Baishya was arrested and produced in court, which sent him to 14-day judicial custody.
Life term: The Nagaon sessions court sentenced Ramdhan Namasutra, 39, to life imprisonment for rape and murder of a minor in his village in central Assam's Nagaon district in July 2015. The court also slapped a fine of Rs 10,000 on the convict.
Rapist sentenced: Special judge, Protection of Children from Sexual Offences (Pocso), Imphal West, Manipur, sentenced a boarding owner, identified as Sagolhm Ranbir Meitei, 34, to rigorous imprisonment for 15 years and imposed a fine of Rs 30,000 on him for raping a minor. Meitei was convicted on Friday under Section 6 of the Pocso Act.
During the hearing, special public prosecutor pleaded for life imprisonment for the convict, saying he had committed a very serious offence of raping a minor, as a result of which she had got pregnant.
The special judge also recommended providing a compensation of Rs 2 lakh to the victim under the Victim Compensation Scheme from Financial Assistance and Support Service to Victim of Rape.
The convict was arrested after the victim's mother lodged a complaint with Mayang Imphal police station on July 13, 2015, stating that her daughter was repeatedly raped by the boarding owner, who threatened her.
