Lottery to finalise officials' posting
Imphal: In a novel move, Manipur drew lots on Friday to select the place of posting of 48 sub-divisional collectors, newly recruited by the Manipur Public Service Commission.
Revenue minister Karam Shyam Singh decided on the lottery system after consultation with senior officials and chief minister N. Biren Singh.
Of the 48 officials, 17 are ladies. Given their disadvantages, the minister selected the valley areas and Kangpokpi district for posting of lady officers.
For the lottery, the minister invited the fresh recruits to the conference hall of the state secretariat's south block and asked them to pick up, one by one, a piece of paper from a lot, each of which had the name of a posting written on it. Separate, but similar, lotteries were held for men and women officials. "I decided to use the lottery method not to leave any room for favouritism. I face pressure from various quarters for 'comfortable' postings," the minister said.
Shyam said previously Rs 50,000 to Rs 10 lakh each was "paid" for "lucrative" transfers or posting of an officer and he hoped to weed out such corruption. "If an official pays for a transfer, he will not perform his duty honestly. Instead, he will look for opportunities to siphon off public money and take bribe to get back the amount he had paid for transfer," he said.
Appealing to the fresh recruits to serve the public with devotion and sincerity, Shyam said he was adopting the new method to fulfil Prime Minister Narendra Modi and chief minister N. Biren Singh's motto of corruption-free administration.
The move comes a day after the state cabinet approved a policy of transfers and posting for government officials. According to the new policy, the tenure of employees' posting in a place will be a minimum of two years and a maximum of five years.
Shyam had surprised many on Thursday by cycling from his official quarters to his office at the state secretariat. The minister had said he would cycle every Thursday to office in an attempt to conserve fuel.
