Ranchi: Rail IG Suman Gupta, who holds additional charge as Santhal Pargana zonal IG, is in the eye of a storm, as the SP of Jamtara last week allegedly complained in writing to state DGP D.K. Pandey against the IG's conduct and a Jharkhand Police Association delegation called on chief secretary Sudhir Tripathi on Friday to demand action against the IG.
Though Jamtara SP Jaya Roy did not speak to this reporter on Saturday, saying she was busy with a training programme, in her letter to the state DGP she apparently alleged Gupta's behaviour towards junior ranking police personnel in public was a hurdle to smooth policing.
SP Roy specifically said IG Gupta scolded her and her subordinates in front of villagers in Lataiya village of Narayanpur thana on June 2. Apparently, Gupta, who led a fact-finding team on investigations of a cyber crime case - money being hacked from a bank account - heard villagers' grievances and rebuked police personnel, even allegedly using filthy expletives, in front of a big crowd.
Roy, in her letter, said Jamtara district and Narayanpur thana in particular was now a notorious hub of cyber crimes and police face stiff resistance from local people and politicians when they go for raids. The IG's conduct at this critical juncture demoralised junior ranking officers, who often play key roles during investigations, she said, adding is was not easy to fight cyber crime with a demoralised police force.
Though Roy refused to speak to this reporter, another SP of a Santhal Pargana district who did not come on record alleged Gupta's "rough behaviour" was indeed demoralising for Santhal Pargana and rail police. "Moreover, if a woman SP (Jaya Roy) is complaining against her woman boss, police headquarters should take serious note of it," the SP added.
Jharkhand Police Association president Yogendra Singh told this reporter that IG Gupta's behaviour in many cases was bizarre.
This April, a minor girl complained she was sexually abused by her school principal Daniel Emanuel, who was arrested and put behind bars. The SDPO in his supervision report confirmed the complaint was true and the schoolgirl in her submissions under Section 164 of CrPC stood by what she had said earlier. But, Gupta suspended inspector Indu Shekhar Jha, Singh alleged.
In another case, it was the opposite, he said. "In Jamtara, a woman constable alleged that an inspector and SP's reader (private secretary) made her sexual overtures. An inquiry was held under the supervision of Jamtara SP, also a woman, but the complaint was found baseless. Still the IG ordered suspension of the inspector and SP's reader. Another inspector Shiva Shankar Tiwari was suspended for a minor lapse," he said.
He added, "She (Gupta) needs counselling from her superiors. If things don't improve, we will be compelled to start agitations."
IG Gupta disconnected the phone the moment she realised this reporter wanted to talk to her on this subject.
ADG (operations) cum police headquarters senior spokesman R.K. Mallick said he would comment only after going through Jamtara SP's letter to the DGP and police association's memorandum to the chief secretary. "I just landed in Ranchi after an interstate coordination meeting in Bhubaneswar," he said.
