Patna: Patna High Court on Tuesday summoned principal secretary of minor water resources department Sudhir Kumar in connection with defunct tube wells in the state.

The division bench of Chief Justice Mukesh R. Shah and Justice Ashutosh Kumar passed the order while hearing a public interest litigation (PIL) filed by social activist Vikash Chandra, alias Guddu Baba, that 6,636 of the state's 10,242 tube wells are defunct.

The bench directed Sudhir to state in his reply to be submitted on September 17 how many tube wells are defunct and how many are functional.

The bench also directed Sudhir to reply what steps the state government is taking to repair the defunct tube wells.

The government had earlier during the hearing of the case told the court that it has no money to repair the defunct tube wells. #The bench had directed the chief secretary to file an affidavit stating the current position of the scheme.

The court in its order said: "...we direct the respondents to ensure expeditious completion of the work of making the tube wells, which are intended to be made functional, shall be made functional expeditiously".

The bench further said that even if it is not possible to give a definite timeframe by which the remaining tube wells will be made functional, at least the ongoing scheme of the government and the steps taken and the specific requirement which would be fulfilled for achieving the goal should be indicated in the reply.

Movie hall directive: The same bench, while hearing another petition, on Tuesday directed Patna Municipal Corporation to file a reply in connection with security at movie halls in the state capital.
