College principal demoted, quits

Patna: Magadh Mahila College principal Shashi Sharma on Wednesday resigned from her post as she has been demoted from the rank of professor to reader, which is equivalent to an associate professor.

The Patna University syndicate, in its meeting held on June 30, recommended Sharma's demotion on the ground that due rules and regulations were not followed in her promotion from the rank of reader to professor.

Sharma on Wednesday alleged that the university administration had targeted her because of her caste since other teachers under the scanner for similar promotion issues had been spared.

"There are around 56 teachers whose promotions were under the scanner, but the university administration targeted me owing to my caste," Sharma said .

Sharma joined Patna University in 1980 as a lecturer and was promoted as reader in 1986. In 2013, she was promoted to the rank of professor with effect from 1994 under a merit-bound scheme. A teacher seeking promotion to the rank of professor under the scheme must have published at least three research journals and have guided at least one student to a PhD.

In 2013, during the tenure of Arun Kumar Sinha as acting vice-chancellor of Patna University, many teachers were promoted under the merit-bound scheme. But those teachers who were left behind challenged the decision in Patna High Court.

The court asked Raj Bhavan - the governor is the ex-officio chancellor of all state universities - to review the promotions granted during Sinha's tenure. Raj Bhavan then asked current vice-chancellor Rash Bihari Prasad Singh to review all such promotions.
