Calcutta, Aug. 24 :
Chief minister Jyoti Basu today hauled up senior ministers for the delay in implementing urban development projects, especially along the Eastern Metropolitan Bypass.
Several projects are pending along the bypass, including the development of a permanent fair ground, the World Trade Centre, a commercial complex and markets to rehabilitate hawkers evicted from various parts of the city during Operation Sunshine.
Besides, there were to be some housing complexes for the lower- and middle-income groups.
While the state-sponsored projects are languishing, private enterprises like the Hyatt Regency and ITC Hotels are progressing swiftly.
Sources said the chief minister?s dressing-down to his subordinates was delivered also with a eye on the voter, who may question the government?s sincerity towards the city?s development.
Basu summoned urban development minister Ashok Bhattacharya, finance minister Asim Dasgupta and city mayor Prasanta Chatterjee today.
He made it clear that the stalled projects were holding up the city?s infrastructure development. Most of the projects have been hanging fire for the past five to seven years, and the chief minister wanted to know the reason behind the delay, sources in the urban development department said.
After hearing out the ministers and the mayor, Basu asked Bhattacharya to draw up an immediate action plan for the pending schemes.
The chief minister also sought all details of loopholes in getting work started, including legal problems faced by the departments concerned.
Basu held talks with land

acquisition. He has asked mayor Prasanta Chatterjee to prepare a dossier on Calcutta Municipal Corporation projects and hand it over to his office.
Later, Bhattacharya told reporters: ?We are facing a number of problems which are delaying the bypass projects.?? These include court cases and problems in acquiring land. Most of the court cases are against a government notification that all land within 500 metres of the Bypasss and other state expressways were vested with it.
Bhattacharya said funds would not be a problem. ?We are working closely with the finance and land departments and will come up with a plan soon and resume work,? the minister said.
Apart from the government projects, there were commitments made to private entrepreneurs who had been promised land in the area.
?For this purpose, too, we have to buy land so that these people can invest in the city,? Bhattacharya said.
BJP blasted
The chief minister has criticised the BJP for using Kargil as an election plank.
?The BJP is carrying on illegal activities. It is using the Kargil incident as an election issue despite the fact that it is banned by the Election Commission. The commission is looking into it,?? Basu said at Writers Buildings on Tuesday.
The chief minister said the BJP could not save the country. ?They failed to protect the borders in Kashmir. Thousands of intruders entered through the border. Despite information about the intrusion, the BJP government failed to stop it. So, how they will save the country ??? Basu asked. He said the BJP had embittered India?s relations with Pakistan.
