Bhubaneswar, July 22: Notorious sex racket kingpin, Sunil Meher, 42, who had been arrested at least seven times by police in the past, managed to give cops the slip this time.

Acting on information, the cops had raided a guesthouse at IRC Village on Monday and arrested four women, including a small-time model from Mumbai. Meher, however, escaped from the scene.

The police had come to know that the Mumbai girl had been flown into the city.

"She was hired by Meher for Rs 3 lakh. He lodges these girls in guesthouses and hotels in posh localities and arranges customers for them. We suspect that he has been hiring foreigners from Delhi for customers in the city," said a police official.

Meher has earlier been arrested seven times for running an illegal sex racket. "He was even nabbed by Calcutta police four years ago on charges of rape. He was jailed for two years. We then arrested him in Bhubaneswar for getting involved in the same crime 15 days after he was released from a jail in Calcutta last year," said a cop.

Police sources said Meher, a native of Sambalpur, had come to Bhubaneswar in 2003. Initially, he worked at a bar where his monthly salary was Rs 1,500. Later, he left the job and started a sex racket in the city.

Meher's family includes six brothers and one sister. He did his schooling from an English medium school in Berhampur and did Intermediate in arts from here. His wife had left him after she came to know about his involvement in flesh trade. They have a 12-year-old son who lives with the mother, police sources said.

The cops are trying hard to nab him. "Every time he is arrested, he comes out on bail and starts operating again. The law can do very little," said a police officer.

"This time, we will arrest him under Section 110 of CrPc (habitual offender) so that he would have to give an undertaking to the magistrate that he would maintain good behaviour. Any violation by the offender will invite severe punishment," said the police officer.
