PU fails to use UGC funds

Patna, Feb. 6: Patna University on several instances has cried over funds crunch in developing infrastructure facilities but when it comes to utilisation of University Grants Commission (UGC) money the varsity has a poor track record.

Against the total funds allocation of Rs 6.44 crore to PU in the 12th plan (2012-17), the university has spent only Rs 1.87 crore. Sources said based on PU's demand, the UGC had sanctioned Rs 12.53 crore against which the university has received half the amount (around Rs 6.44 crore) till now.

A PU teacher said: "The university cries over funds crunch and when it comes to utilisation of UGC funds, the varsity fails to utilise the amount." The teacher added that out of Rs 6.44 crore, the university has spent only Rs 1.87 crore and in such situation it will be an Herculean task for the university to spend rest of the amount in two years because of the failure in utilising the released fund (Rs 6.44 crore), the university will not get the rest of the amount (Rs 6.09 crore).

However, pro-VC Ranjeet Kumar Verma said the university would utilise all its funds. "There are two years left for the university to utilise the funds and we are confident of utilising all."Sources said that this is not the first time that university has failed to utilize its sanctioned UGC fund, even funds sanctioned in 11th plan got lapsed. In the 11th plan (2007-2012), BN College and Patna Science College got around Rs 85 lakh but, the educational institution out of sanctioned Rs 85 lakh the college could utilize only Rs 20 lakh.

The fund meant from UGC is for creating infrastructure facilities such creating classrooms, lab, urinals, purchasing books and lab equipments and different other heads.

Due to not utilization of UGC funds the university and colleges’ infrastructure facilities are in shambles. There are many departments in varsity which not only have classrooms or labs of its own but it lack basic facilities.

Manoj Kumar, a student at postgraduate department at Darbhanga House said: “Leave the case of classrooms and labs, Darbhanga House which caters to postgraduate departments of university doesn’t have sufficient number of washrooms and urinals for students.�

The situation become more pathetic for girl students as there is only one washrooms at Darbhanga House for them, added Manoj.

Sources said that there are many reason behind non-utilization of funds as college and university administration have a negligent attitude in utilizing the funds. A senior teacher of Patna University on condition of anonymity said: “On one side the university administration cries over fund crunch, but, when it comes to utilization of even UGC funds the varsity administration fails to utilize the amount.â€? The teacher also said that out of Rs 6.44 crore the university till now has spent only Rs 1.87 crore, and in such situation it will be a herculean task for university to spent rest of amount in two years, also, due to failure in utilizing the released fund (Rs 6.44 crore), the university will also not get rest of the amount Rs 6.09 crore. Â

However, the Patna University Pro VC Ranjeet Kumar Verma claims that university will utilize all its funds. Verma said: “Still there are two year left for university in utilizing the 12th five year plan fund and we are confident of utilizing all the funds.�
