RS condemns Gulgulia rape

New Delhi/Bokaro, July 11: Cutting across party lines, Rajya Sabha leaders in the presence of former Prime Minister Manmohan Singh today expressed concern over the alleged ‘revenge rape’ of a minor girl of the Gulgulia tribe by a man under a community court diktat in Jharkhand.

Raising the issue during Zero Hour, BJP MP Prabhat Jha said the incident in Swang village under Gomia block in Bokaro district was shocking as no villager stopped the man from raping the child.

A Gulgulia community “court” had ordered the man, one Nakabandi alias Birju Pasi, to rape the 11-year-old girl on Monday to punish her elder brother Harendra who had groped the man’s sleeping wife the night before. Allegedly, the girl was so brutally raped by Nakabandi that she had to be hospitalised.

BJP MP Jha demanded the intervention of the Union government to ensure speedy justice for the “heinous crime”, Jha said.

Leaders from across parties including former Prime Minister Manmohan Singh associated themselves with the concerns related to the minor rape.

Leader of Opposition Ghulam Nabi Azad said the Parliament had passed a stringent anti-rape law after the fatal rape of a 23-year-old girl in Delhi in December 2012.

He demanded that the anti-rape law be enforced properly across all states.

Rajya Sabha deputy chairman P.J. Kurien, who was officiating as the chair, strongly condemned the incident and directed the government to enquire and report to the House the full facts about the incident. “Serious actions should be taken in this case,” Kurien, of the Indian National Congress, said.

Minister for social justice and empowerment in the Narendra Modi government, Thawar Chand Gehlot of the BJP assured the members that the government would report to the House about the incident soon.

According to Bokaro policemen, Nakabandi and Harendra are both men of the nomadic Gulgulia tribe.

A drunken Harendra had on Sunday stumbled into Nakabandi’s home and tried to molest his sleeping wife. The woman’s screams caused Harendra to run away. The next day, Nakabandi complained before their community head Ghoshal Pasi about Harendra’s sexual misconduct. In the interests of “justice”, Ghoshal directed Nakabandi to rape Harendra’s sister. The girl bled severely owing to the brutality of the crime and had to be hospitalised.

Today, state women’s commission boss Mahua Maji reached Gomia to meet the child who is still admitted at the block hospital. Maji also met her parents and came to know the details.
