New system to monitor projects

Bhubaneswar, Dec. 25: The Bhubaneswar Municipal Corporation (BMC) will launch a contractor and supplier management system to monitor the progress of various projects in different wards of the city. The system will also prepare a database of contractors and facilitate smooth payment to them.

Sources in the BMC said a meeting was held between the corporation officials, contractors and suppliers on Monday to demonstrate the new service.

“The registration of contractors will start from January 2 and continue till January 15. During the next financial year, this system will be fully functional,” said BMC commissioner Sanjib Kumar Mishra.

Once contractors register themselves under the system, they will be given a unique identification number. The contractors have to furnish details such as name, trade licence number, address and bank account number.

“The contractors can use the unique identification number to conduct business with the BMC. The system will enable the BMC to keep a tab on the various projects undertaken by the contractors, the concerned departments of BMC and details of funds allocated to various projects,” said a senior BMC officer.

The contractors need to open an account with a particular bank, which is being decided by the civic authorities, for monetary transactions. After completion of a particular work, the new system will generate bills, after which BMC will transfer the amount to the bank account of the contractor and the supplier.

In most cases, the contractors and suppliers complain of delay in payment after completion of work. This will also help in maintaining transparency because as it will reduce chances of payment to dubious contractors.

“Once the system becomes fully operation, we might extend the service to the general public so that they get to know about the various projects in their wards,” said Mishra.
