In Jharkhand, planning is always in reverse gear. When the capitalís Bariatu Road was relaid four years ago, planners forgot to lay drinking water pipes or make provisions for sewerage. Recently, the drinking water and sanitation department dug up the road to lay pipelines. After a while, Ranchi Municipal Corporation may remember to construct drains along the road and dig it up all over again. Others like BSNL and private phone companies will follow suit. The route to snarls and slush is long indeed. (Hardeep Singh)
