Varsity push to 5-year plan

Patna University has finally directed its colleges to prepare their five-year development plan for improving education standard.

The university will hold a meeting of college principals, department heads and senior officials on Tuesday.

Patna University registrar Balram Tiwari said: “The university has asked all college principals and department heads to prepare five-year development plan, which includes funds needed for infrastructure development, courses the colleges are planning to introduce in the coming years.”

The state government plans to constitute a higher education council under the Rashtriya Uchchatar Shiksha Abhiyan (Rusa).

Under the Rashtriya Uchchatar Shiksha Abhiyan, the Union government proposes to spend Rs 98,983 crore in higher education sector.

The funds will be routed to respective colleges through higher education council — like the primary education project council receiving funds through Sarva Siksha Abhiyan (SSA).

Sources said creation of higher education council would be prerequisite for seeking funds under the central-sponsored programme, which aims to revamp higher education in the state.

Funding under the Rashtriya Uchchatar Shiksha Abhiyan would be norm-based and future grants would be outcome-dependent.

Sources said that under the Rashtriya Uchchatar Shiksha Abhiyan, respective universities and college would also get funds based on teacher-student ratio.

To fulfil the criteria, the state government is planning to start teacher recruitment by Bihar Public Service Commission (BPSC).

The respective universities have been asked to submit their development plan along with teacher vacancy figures by November 30 so that the state government can constitute the higher education council soon.

Education department principal secretary Amarjeet Sinha said: “The state government has decided to constitute the higher education council. The council will route the funds to respective colleges based on their development plan and performance.”

The council will include members from academic field with the chairman of the council being an eminent academics; the education department principal secretary would the member secretary of the council.

The actual vacancies of teachers in Patna University is 369 — 121 posts of lecturers (assistant professors), 181 readers (associate professors) and 67 professors
