The civic body on Wednesday passed a resolution to allow 25 per cent additional construction in two-storey buildings and 15 per cent in three-storey buildings against a token payment of Rs 100.
The additional construction will be based on the total floor area of the original building plan. The owner has to submit a plan to the civic body for approval before beginning the additional construction.
The rule does not have retrospective effect.
“We used to allow additional construction in special cases, such as setting up an emergency staircase. Pleas for additional construction were dealt with on a case-by-case basis. It will now be allowed for all two or three-storeyed buildings against a payment of Rs 100 as service charge,” said a source at the Calcutta Municipal Corporation (CMC).
The additional construction will only be allowed for building an extra room, a toilet, a kitchen or a prayer room. Besides, the owner of the building must make sure that the expansion does not pose any obstacle to occupants of adjacent buildings.
Metro had on September 7 reported that the civic authorities had decided to allow 15 per cent expansion of two-storeyed buildings.
The decision got the mayoral council’s approval on Wednesday.
The civic authorities said the move would reduce bribery for permission to extend a building. “Under the existing rules, it’s almost impossible to get any building expansion plan sanctioned by the civic body,” said an official.
“The rules state that permission to extend a building is given only if there is surplus floor area ratio (FAR), the ratio of the size of a plot to the width of the road in front of it. In almost all cases, the buildings hardly have any surplus FAR and so they don’t get permission for extension.”
A section of CMC insiders as well as those involved in the building business said the new rule would result in a spurt in illegal constructions as it will be difficult to tell whether the extension is within limit or not.
But the CMC sources said they retained the right to take action against any building that had been expanded without proper intimation to the civic authorities. The civic body will issue a permit for the expansion.
For buildings that have already expanded beyond the original plan, the old route to regularise the additional construction by filing an application to the CMC remains in place.
