Civic poll bar on third-time parents

The Ranchi Municipal Corporation (RMC) on Monday announced that any person whose third child was born on or after February 9 this year will not be allowed to contest for the post of mayor or ward commissioner in the upcoming civic polls, scheduled to be held on April 7.

Speaking to reporters after a meeting on Monday, Ranchi deputy commissioner Vinay Kumar Choubey said the provisions of Jharkhand Municipality Act 2011 — with regards to married candidates — would be adhered to during the elections.

“We have also decided that a candidate needs to be the resident of the same ward from where he/she wants to contest. Political parties will be allowed to extend their support to various candidates for the poll,” Choubey, the district electoral officer, said.

He also stated that a candidate needed to be at least 21 years old (as on March 20, 2013) to be eligible to run for the post of a ward commissioner or 30 years (as on March 20, 2013) for the post of the mayor.

A formal notification regarding the RMC civic polls and that of Bundu Notified Area Committee is likely to be made public on Tuesday afternoon after which the district administration will start receiving nomination from March 13, between 11am to 3pm. Last date for filing of the nominations is March 19. The nominations will be scrutinised on March 20, with March 21 set as the last day of withdrawal of papers.

According to officials, the administration has created as many as 1,830 booths across areas serviced by RMC, where the voters will cast their franchise for electing one mayor and 55 ward commissioners.

Choubey said additional district magistrate Ravi Shankar Prasad had been appointed as the returning officer for the post of mayor. The DC has appointed 11 returning officers for the posts of ward commissioners. Candidates looking to run for the post of mayor will be required to submit their nominations to Prasad at his second floor Block A office in the district collectorate.

“On March 22, we will allot symbols to the candidates. By April 15, the counting of votes and issuing of certificates for the new mayor and ward commissioners will be completed,” Choubey said.
