Central team stresses on plugging levy

Ranchi, Feb. 8: A central team led by cabinet secretary A.K. Seth today held a marathon meeting with governor’s advisers Madhukar Gupta and K. Vijay Kumar and top brass on the two-pronged agenda of security and development in the state that tops the list of Naxalite violence in India.

While reviewing rebel and security issues, the team said Naxalism was acute in pockets where levy was the highest.

“Who are the financiers of the rebels? Where is the cash coming from?” a senior official quoted a central team member as asking.

The central team also reportedly asked the senior bureaucrats to focus on plugging cash flow to cripple Maoists.

The Delhi team said officers in charge (OCs) of thanas and superintendents of police (SPs) of districts need to improve. “The OC and SP don’t know residents. How will they control crime?” the central team observed, advising Gupta and Kumar to depute “able officers” in tough places.

Observing that “security is the first requirement for development”, the team directed officials to direct OCs and SPs to “increase patrol” and “improve coordination” among themselves and CRPF.

The team also asked the officials to co-ordinate with Bharat Sanchar Nigam Limited (BSNL) officials and increase cellular connectivity in the rebel-hit areas. They also stressed on road connectivity.

The central team also fixed up a meeting in Delhi on February 11 where state officials would meet Union government counterparts from the ministries of home affairs, communications and information technology and Planning Commission. Together, they will discuss on beefing up road and cellular communication in rebel-hit Jharkhand.

This apart, the Delhi team reviewed the work of rural development, agriculture and animal husbandry, literacy and education, women and child welfare, environment and forest, health and family welfare and power departments.

Seth came with S. Khullar, Ashish Bahuguna, R.N. Sen, C. Kandasami, Nidhi Khare, Ravi Mittal, S.M. Vijayanand, Vinay Mittal and others. The team arrived by a special flight, started the meeting at 10am at IICM, Kanke.

The meeting lasted till 4pm, after which the visitors called on governor Syed Ahmed. Then, they flew back to New Delhi.
