Ranchi, Jan. 28: Announcing a key bureaucratic shuffle this afternoon, Raj Bhavan has proved that it won’t wear kid gloves while governing the state under President’s Rule and will take tough decisions as and when needed.
N.N. Sinha will become principal secretary to governor Syed Ahmed, replacing senior IAS Aditya Swaroop, in what many see as the most talked-about change in the new-look bureaucracy. Sinha and Swaroop are swapping positions, with the latter now becoming state personnel, administrative reforms and Rajbhasa department’s principal secretary, the position held by the former.
Sinha will continue to hold his additional charge of IT department and head Jharkhand Agency for Promotion of Information Technology (JAP-IT).
In another change, D.K. Tiwari, who was principal secretary to former chief minister Arjun Munda, will head state human resources development (HRD) department. He will replace B.K. Tripathi, who has been sent to the animal husbandry and fisheries department. Tripathi will also hold additional charge of co-operative department.
IAS Sunil Kumar Burnwal, holding charges of additional commissioner in the state labour, training and employment department, has been given extra responsibility. He will now be additional finance commissioner.
IAS R.A. Ekka, secretary of Panchayati Raj and NREP (special division) will hold additional charge of director, Panchayati Raj.
Former joint director of Sri Krishna Public Administration Institute, Praveen Shankar is now director, municipal administration, urban development department.
Former director, municipal administration, P. Toppo, will take over as director, secondary education department. Toppo will also be joint secretary of state HRD department. Former director, secondary education Mamta is now director, primary education-cum-joint secretary, HRD. She will also be the state project director of Sarva Siksha Abhiyan.
