Dhubri, Sept. 27: A racket involved in facilitating beneficiaries get loans sanctioned under Kisan Credit Card (KCC) scheme and other fraudulent activities in Dhubri district for the past three years was busted by the CRPF today following specific information.
The kingpin was apprehended from Dumurdoh village under Gauriur police station of the district.
A security force source claimed to have busted the racket, which was involved in all kinds of fraud, with several people, including officials of the district, on board.
Azizur Rahman, 35, who was arrested from Dumurdoh village today, confessed that he had been running the racket for the past three years and earned around Rs 4 lakh within this period.
“After graduation, I joined politics and worked for it but my efforts and labour for the party went in vain as I did not gain anything and then I opted for this,” Rahman said.
Rahman said he was not alone, and many people, including some government and bank officials, were involved in the fraudulent activities.
Altogether 41 stamps and fake certificates were recovered from Rahman and he had stamps of all government departments, including BDOs, in his possession.
The source said Rahman used to make all kinds fake certificates — from agriculture department’s certificates to birth and death certificates.
“But his major crime involved KCC loans where he and his group used to make fake certificates for the beneficiaries and facilitate them to get loans sanctioned in their names,” the source said.
The source also pointed out that anomalies lie in the system of routing the proposal from block level office to lead banks.
According to the official procedure, names of beneficiaries (farmers) are recommended by the district agriculture office and sent as proposals to lead banks.
Agriculture officials recommend names after getting the beneficiaries’ list from the block level officials, the source said.
Last year, the government target was fixed at 23,525 beneficiaries for KCC loans but only 15,294 loans were sanctioned by 49 branches of various banks in Dhubri district, an official of a leading bank in Dhubri said.
