Power MoUs go abegging

Ranchi, April 29: Twenty-seven MoUs for power plants have been inked between the state and investors in the last five years, but not an inch of development has taken place on ground.

The projected capacity of these power plants, majority of them coal-based, is around 34,000MW, said R.C. Prasad, the technical adviser to energy secretary Aditya Swaroop.

Moreover, at least five of these projects have already been allotted coal blocks. “The projects put together is enough to end power woes of this state and others. But the projects will have to first come up,” said an energy department official.

As per terms of agreement between the government and the power players, the former would have first right over 25 per cent of generated power.

Prasad said at least five companies have been allotted coal blocks to start activities but every project is stuck due to land-related problems or other. Process of acquisition is long pending due to want of a rehabilitation and resettlement policy, too.

The companies allotted coal blocks are CESC Ltd, Adhunik Energy, Jindal Steel and Power Ltd (JSPL), Essar Ltd and Gagan Sponge Iron.

If all the MoUs are turned into reality, Jharkhand would produce 40,690MW of power, including the proposed 880MW by NTPC at Tandwa, 800MW by DVC and 4,000MW by the Union government sponsored ultra mega power project at Tilaiya. The government has also apparently thrown up its hands on land acquisition as a Union government communiqué suggested direct purchase of about 70 per cent of the land by investors.
