Calcutta, Feb. 15: The government today laid down the terms of reference for the judicial inquiry into the Dinhata police firing, to be conducted by retired high court judge N.C. Sil.

The commission has to probe in six months the cause and nature of the February 5 incidents, the police arrangements and whether regulations on the use of firearms were followed.
