NHRC nominee talks to inmates

Ranchi, Feb. 26: Inmates of Ranchi Institute of Neuro Psychiatry and Allied Sciences (Rinpas) today got an opportunity to interact with the special rapporteur of National Human Right Commission Leeladhar Mishra on his three-day visit to the institute.

The inmates included both male and female residing in 13 wards of the 600-bed asylum located about 12 kms from the district headquarters.

Psychiatrists, present during the session, helped Mishra understand the mental status of different inmates.

Though most of the inmates were not able to use the opportunity, there were a few who had a nice experience talking to the NHRC rapporteur about their problems.

One Balaji Singh from Madhepura jail in Bihar asked the rapporteur to bail him out from the asylum.

“My father died in hospital when he, along with me and my younger brother, was implicated in a false criminal case. I am in the asylum for the past seven months. Please help to go out of the asylum to take care of the case in which my father and myself is implicated,” Singh said.

Another inmate, 55-year old Ratna welcomed Mishra at preparatory home of the mental asylum and told him about her case. “My father took me here and never came back to take me home,” she said.

Another male inmate requested Mishra to take care of the employees of the institute.

“We are alright. Everyone takes our care. Kindly take care of the institute employee, who do not provide us green vegetable,” he said.

Mishra looked satisfied after interacting with the inmates. “Atmosphere is conducive here. There is proper spacing between beds. Pure drinking water is available to inmates. Proper arrangement for entertainment has also been made. Toilets are neat and tidy. I have found that an average of 150 patients come to the outdoor ward of the institute,” he said.

Earlier, Mishra talked to the district administration to remove encroachment from the Rinpas area. He also talked to the Jharkhand Electricity Board authorities to ensure 24-hour supply of power on the campus.
