I had bought a flat more than eight years ago. Although the promoter had handed over possession after full and final payment — I have the receipt — he did not give me the completion certificate. He also did not help me register the flat in my name despite several requests.
I had approached the owner of the land, from whom the promoter acquired the plot, who lives in the same building. But he, too, refused help. I haven’t been able to contact the promoter for more than a year. What should I do now?

You should not have moved into the flat without the completion certificate. You have to now approach the building department of the Calcutta Municipal Corporation for the completion certificate or at least a duplicate.
As for registration, you can file a suit and the court will appoint an officer who will register the property.

I want to buy a flat in Rajarhat with standard modern facilities and the rate should be around Rs 2,000 a square foot. Can you give me names of projects under construction?

You can look at projects like Rosedale and Unitech, but the list does not end here. Moreover, quite a few joint sector projects will be launched shortly where high-income group flats would have price tags of around Rs 2,000 a square foot. But you will have to wait a couple of months for them.

I had booked a flat nine months ago. But the construction of the building is yet to start. According to the agreement, the promoter had promised to deliver the flat in 20 months. I had taken a loan for the flat after the bank scrutinised the promoter’s deed and power of attorney. I have a few questions.

If the agreement mentions a penalty clause against delay, you can claim it. Legal action can also be taken.
He cannot sell the flat to anyone else if there is an agreement and it has been registered.
