Roadmap for better governance

Jamshedpur, June 28: The state government has submitted a roadmap to the Centre which aims to achieve need-based delivery system through good governance by the year 2006-07.

Chief minister Arjun Munda, who arrived in the steel city after attending the National Development Council (NDC) meeting in New Delhi, admitted that when it comes to the good governance, the state lags behind other states. He said the issue of good governance and effective disaster management cropped up during the inter-state council meeting.

The Centre has proposed the state to plan a roadmap for good governance during last zonal council meeting. Munda said the issue of effective disaster management was discussed during the inter-state council meeting.

?All other states particularly the eastern states were of the view that the Centre should formulate a policy of disaster management. Besides states managing their own affairs, the Centre should form a policy which would necessarily formulate a national perspective of disaster management,? said Munda.

During the meeting, Munda also emphasised the need of a review of the Forest Conservation Act so that the large tribal population of the state can reap the benefits of its forest cover.

?More power should be conferred upon the members of Scheduled Tribe population when it comes to the management of state?s vast natural resources. The Centre should think about the proposal,? said Munda.

Mentioning that over 30 per cent forest cover of the state, Munda said he has proposed to the Centre to ensure that all other states would achieve the target of ensuring about 33 per cent forest cover.

The National Development Council meeting has also appraised the mid-term achievement of 10th five-year plan vis-a-vis all the states. The topics of the discussion during the mid-term appraisal was better management of agricultural sector in the state. Besides, the Centre laid emphasis on the social sector.

During the two-day meeting, Munda also apprised the Centre about the receding water table of the state, which act as hindrance in agriculture.

?The population of other states are getting benefited by the water flowing through the major river of the state including Subernarekha, Brakar, Damodar, Mayurakshi, Koyal. But, in turn, Jharkhand is not getting benefit from other states when it comes to the water. The Centre should enact a policy which would allow fair play,? said Munda.

Munda suggested the Centre about the use of underground water lying unutilised in the mines. ?Millions of gallon of water have inundated the large abandoned mines of the state. The underground water could be utilised if there would have a discharging and distribution system for the utilisation of ground water,? he said.

?We have proposed the Centre to consider the project for inclusion in 11th five-year-plan,? added Munda. The 11th five-year plan document is being prepared by the Union agriculture minister. The states have to provide a list of priority wise proposal.
