Given the present tax structure, itís not a good idea to make dis¬tinctions on the basis of the nature of various establishments in case of accidents like fire. On the other hand, we must admit that levying user charges is good, but it has to be commensurate with the services. People wonít mind paying if the fire services department is prompt and can protect property and minimise losses. But for that they must have the nec¬essary gear and skill.
