Why not' It is a service, after all. Fire insurance should be made compulsory for every business house. That way, even if a factory catches fire, the fee will be included among the other coverages. When the fire department starts charging a fee, it will have a greater obligation to deliver. So the fire tenders will be expected to reach faster, and actually put the fire out. When the Calcutta Book Fair caught fire in 1997, the firemen had tried a lot but could not do much. Perhaps they need state-of-the-art machines and training in modern techniques.
