It all comes down to a basic question: should civic services be self-funding or should they be considered as pre-paid facilities for tax-payers' There is no problem if a charge is imposed as long as it is not exorbitant. The best and most disciplined way to do it would be to include the amount in the plan sanction fees when one is erecting a building for an industrial unit. But under no circumstances should a bill be placed in front of one who has already lost everything in a fire.
